Once a listing has bids, not much you can revise.
For the Australian site I usually list the Australian post in the Domestic postage section of the listing and then in description state to contact me for a postage price to their country.

In most cases it is better to refund and save any angst with defects, negatives etc.
Especially if the cost of the item is far less than the sale value, only the cost + postage is lost.

I usually have my auctions end on Sunday afternoon so they get prime weekend time. This is when most people shop on eBay. Plus your timer is near zero and time left is the default search on eBay.

The buyer can make either claim on ebay or a paypal claim…..not both.
If an ebay claim is not successful he can not then claim on paypal unless he does a bank chargeback if he funded the payment with a credit or Visa debit card.

Yes the Police auctions also happen in Australia but you’ll need to ring the local Cop Shop to find out when they will be holding the next one…depends on how much they have seized as to when they want to get rid of it.
